In a statement to NPR, Arlington National Cemetery said it "can confirm there was an incident, and a report was filed."
"Federal law prohibits political campaign or election-related activities within Army National Military Cemeteries, to include photographers, content creators or any other persons attending for purposes, or in direct support of a partisan political candidate's campaign," according to the statement. "Arlington National Cemetery reinforced and widely shared this law and its prohibitions with all participants."

I have never even come close to hearing an interpretation like that, nor anyone complain about such a thing.
I use it all the time to signal to waiters and bartenders in noisy venues and have never gotten anything but courteous, appreciation for the acknowledgement in return.
The Australian gesture you are looking for here is the "two finger salute", roughly equivalent to the "one finger bird" especially popular in USA. The two finger salute is the reverse of Churchill's "'V' for Victory". Where "V" has the palm is facing outward, the Two Finger Salute has the back of the hand facing outward.
And furthermore, Aussie's are just as happy to use the single finger too.
