I agree with both posts above. Not only was that exceedingly irresponsible for Graham to say out loud, but this is throwing huge wrenches probably in Biden's ability now to have conversations with Putin.
That may have been Graham's purpose, all along. The QOP now seems to have, as its main policy, simply stopping anything President Biden attempts to accomplish. They would rather have the talking point that "Biden lost Ukraine" than to actually do anything useful to prevent that from happening.

STATEMENT OF THE CASE
Pursuant to the requirements of O.C.G.A. § 15-12-100, a January 24, 2022
order was entered convening a Fulton County special purpose grand jury and
authorizing it to investigate “the facts and circumstances relating directly or
indirectly to possible attempts to disrupt the lawful administration of the 2020
elections in the State of Georgia.” A central focus of the investigation is former
President Donald Trump’s January 2, 2021 telephone call to Georgia Secretary of State Brad Raffensperger requesting that the Secretary “find 11,780 votes” in the
former President’s favor. The special grand jury was sworn on May 2, 2022; it
began receiving evidence in June of 2022.
