Standards of Behavior for City Facilities, Equipment and Grounds

Purpose Statement

The City of Englewood serves and conducts business with customers and community members in various settings and facilities. An atmosphere of welcome, courtesy, respect, and business is maintained on City Property. These Standards of Behavior protect the rights and safety of visitors, employees and volunteers; prohibit unreasonable interference with others’ lawful use of City facilities; and preserve City equipment, facilities, and grounds.

Actions described below violate City Standards of Behavior in all outdoor and indoor areas and structures owned, controlled or operated by the City of Englewood, including City parks, open spaces, recreation facilities, pools, and buildings/libraries (collectively referred to as “City facility[ies]”). Warning, removal, and exclusion for violation of these Standards are supplemental to all other actions authorized by law, such as criminal charges.

TIER 1
INAPPROPRIATE BEHAVIOR MAY RESULT IN WARNING, IMMEDIATE REMOVAL AND/OR REMOVAL/EXCLUSION UP TO 90 DAYS

DISRUPTIVE ACTIVITY/BEHAVIOR (such as noise, music, voices) interfering with normal use/operation of a City facility.

LITTERING.

BLOCKING walkways, common areas, exits or entrances.

UNSANITARY BODILY HYGIENE creating a nuisance to or impeding use of a City facility by others (including body odor, bugs).

Bringing in PERSONAL POSSESSIONS OR GARBAGE within a City building which, due to foul odor or bugs, impede use of a City facility by others.

Leaving PERSONAL PROPERTY UNATTENDED in a City building, including bags, backpacks.

Failure to wear CLOTHING covering the upper body and genitalia or failure to wear SHOES in a City facility.

UNREASONABLY INTERFERING with use of a City facility by others, or interfering with City staff’s performance of their duties.

Using RESTROOMS in a City building for shaving, bathing, laundry.

Bringing ANIMALS into a facility/area marked animals prohibited or into a City building, except ADA service animals or as specifically authorized by the City. If an animal is lawfully present, but it urinates/defecates in an indoor area/building or the handler unable or unwilling to maintain control at all times, the animal may be excluded from the City facility/building.

RIDING SKATEBOARDS, ROLLER SKATES, BICYCLES, OR SCOOTERS inside a City building, except ADA assistive devices or as specifically authorized by the City.

FAILURE TO COMPLY with reasonable staff requests, including refusal to promptly leave a City facility at closing.

OTHER Tier 1 Violations added by amendment to these Standards of Behavior, or established for specific City facilities.

TIER 2

PROHIBITED BEHAVIOR WILL RESULT IN WARNING, IMMEDIATE REMOVAL AND/OR REMOVAL/EXCLUSION UP TO 180 DAYS

Possessing, selling, distributing, consuming, or under the influence of illegal DRUGS and associated paraphernalia.

MARIJUANA/TOBACCO consumption, use (including smoking, vaping, e-cigarettes) inside City buildings.

Consumption/under the influence of ALCOHOL inside City facilities/buildings.

PORNOGRAPHY viewing.

SEXUAL CONDUCT, including sexual activity, simulated sexual acts, indecent exposure.

Public URINATION, DEFECATION.

Physical ALTERCATIONS, including assault, attempted assault.

Obscene, profane, lewd, threatening, abusive, or disparaging LANGUAGE, slurs, epithets, GESTURES, and BEHAVIORS directed at another, knowing or with reasonable grounds to know it will tend TO PROMOTE/PROVOKE A FIGHT.

THREATS (including threatening display of any item as a weapon), INTIMIDATION, HARASSMENT (including sexual, written, verbal, or physical harassment, or prolonged staring or following another with intent to harass, or stalking) of others.

Carrying a CONCEALED KNIFE OR FIREARM, unless authorized by law.

DISPLAYING A KNIFE OR FIREARM to intimidate, or in a manner that creates alarm for safety of others.

VANDALISM, THEFT, DAMAGE, OR DESTRUCTION OF City or another’s PROPERTY.

COMMISSION OF A CRIME.

OTHER Tier 2 Violations added by amendment to these Standards of Behavior, or established for specific City facilities.

RESPONSES TO STANDARDS OF BEHAVIOR VIOLATIONS occurring within/related to the use of City facilities may include:

Verbal warning to discontinue the behavior.
Ejection (verbal or in writing) requiring you to immediately leave the City facility where the behavior occurred and not return for 24 hours.
Exclusion (in writing) prohibiting you from entering or remaining at the City facility where the behavior occurred starting four days after issuance, for the following time period:
TIER 1 Violation: May be for up to 45 days, unless you have one prior exclusion in last three years from any City facility, then may be for up to 60 days. If multiple prior exclusions in last 3 years, may be for up to 90 days.
TIER 2 Violation: May be for up to 90 days, unless you have one prior exclusion in last three years from any City facility, then may be for up to 120 days. If multiple prior exclusions in last 3 years, may be for up to 180 days.

Law enforcement may be called and a citation or fine may be issued.

Regarding horsemeat, back in my grocery store days (late 1960s) horsemeat was a primary ingredient in dog food. I particularly recall Alpo and Calo brands.

My father once mentioned to me that when he was in Hawaii during WW II he and his buddies would get steaks in restaurants that they were pretty sure were horsemeat but a steak was a steak.

Not sure how many Fogbowers have ever heard of or seen the “Spook Light” on a creepy old two road between Oklahoma and Missouri but I've been there and seen the damn thing myself. It was many years ago but was crazy cool! Just a ball of light, like a headlight but bigger that moves forward & back down the dark two lane wooded road and it would rise up in the air if a car came along and go over it’s top and then come back down. Very strange, but it’s a real thing I’ve seen myself. My son and his family are going to Tulsa to visit Great Grandma tomorrow and I just sent them a link to take the grandkids if they get a chance. I’d bet Donavan 8 won’t even look at it and Alice 6 will try to catch it! :lol:

Hey, luna!!! Laughing at the flip off!!!! I would have openly filmed them too also and then texted the video so they could wonder to whom I was sending the vid. Of course, they were in a truck and had several buddies. One on one is too skeery.

Right on Luna!

In my never ending search for relief from migraines, I had another bilateral occipital nerve block done again today. Along with trigger points. They stick needles in the back of your skull and block the nerves that come from back there up over yer noggin. A side effect is that the entire back of your head from top to bottom is completely numb for like, half a day or so? Anyhoo, things skull related are weird right now.

It helps! I still get headaches, but the intensity is way down and I have longer to react with my abortive blockers.
