Just to give an example...

On Twitter, the County suggested that the largest of our findings associated with a change in address was inaccurate
because it didn’t take into account college students, snowbirds, or military personnel. The County did not read the
report very carefully if it believes that college students and snowbirds could significantly impact these numbers. The
finding very clearly states that the address was checked after the documented move date and if anyone was still at the
residence with the same last name the voter ID was removed from the list. This should account for almost all situations
with college student and snowbirds.

Let's just take an easy example. Say Suzy Jones has parents that divorced. Not totally uncommon these days. Suzy's mom, Dinah, reverts to her maiden name, Dinah Smith. Also not uncommon. Suzy Jones heads off to college and files a ChangeOfAddress to forward her mail. She's still eligible to vote in AZ. There is no one left at the address with the same last name. CyberNinja flags this as fraud. It isn't. There are more situations they just skip over.

Same with snowbirds. Mr. & Mrs. Smith retire and close up their AZ home for the summer (and then some) to head to Long Island to be near the grandkids for awhile. They're coming back. They file a COA to get their mail forwarded. It is a full family COA, as both of them are going to be in LI. No one is left at the AZ house with that last name (really, no one is left there at all). CyberNinjas flags that as fraud, even though Mr. & Mrs. Smith are most likely still eligible to vote in AZ.

Anyway. Dumb.

I mean, I guess it is only dumb because they are so proud in their ignorance of How Things Work. Otherwise, they could just be ignorant. But we've passed that on by at this point.

Criminal sanctions are always a last resort. Compliance can be (and usually is) coerced through less extreme measures, like monetary sanctions. So lesser penalties are usually exhausted before opting for the greater penalties.

To be clear, we did turn out in record numbers and the greatest crime in the history of the USA still occurred. To date not one of the perpetrators has been arrested or charged with high treason and you're suggesting we do it again? Fact: We need vote turnout at LEGENDARY LEVELS to stress & expose their systems for cheating. Period.
