It is actual damages, in the sense that the lawyers had to spend so many hours on the case. At their normal billing rates, that amounted to $182k. For a high-powered law firm, that isn't really that much. At $500 per hour, that's only 364 hours. Spread that out over half a dozen attorneys working for two or three weeks, they could easily rack up that much in billable fees.

One might argue that they really didn't SPEND $182k, but they could have spent the time on billable hours for other clients and actually received that amount, so, yeah, its actual damages.
