I like Sally Struthers too. However, I recall that in at least one of those commercials she was dressed in what appeared to be fairly expensive designer clothes and sunglasses. I remember thinking that the cost of that outfit could probably feed a small village for a year. It was very out of place in the environment she was in.

Yep. She's famous for being tone deaf with her appeals wearing $2000 outfits while hustling for dimes and pennies. She had a reputation for being high maintenance, entitled, and drunk on set too. Her public shelf life suffered by her own hand. So, there could be several reasons she was selected for the meme.
