The Actual Speaker usually does not preside, but delegates sessions where frankly ain't nothing happening. Think Minute Speeches and daily order. It is usually a Freshman member who is forced to do it by seniority, but this new crop of Walmart Dictators can't resist the "I'm in Charge, Dammit!" and volunteer for it.
