THE destructive deluge that engulfed Dubai on Tuesday could end up costing the glitzy city $1billion to clean up after the "apocalyptic" floods.
The torrential downpours left an airport submerged underwater, roads at a standstill and homes and businesses filled up with water as the cost of the damages begin to ramp up.

To be fair, Its hard to prepare for a years worth or rain in a few hours. But then I have no idea what the climate of Dubai is like, so maybe that's the regular climate.

Annual rainfall in PA is about 40", so a comparison would be how prepared PA would be if 60" of rain fell in one day. It's not something anyone could prepare for. We get a lot of rain and had 27" fall in 24 hours in 1979 and it flooded our entire downtown and half the residential areas.
