Only if it's done fraudulently I think. Changing a $1 bill to a $20 bill with the intent to defraud would be illegal, but not drawing a mustache on George Washington. There are a bunch of places you can have someone's picture put on a bill, and "dollar bill art" is a thing too.

Where is the border line between 1st Amendment defacing a banknote and creating a fake from a real one? It it up the the bearer to only frame it and nail it to his home wall, but not to try and use it at Walmart?

The way I read it is that they used a legal tender $2.00 bill. Then pasted a picture over the portrait. It doesn’t specifically state that it’s still legal tender after the alteration. There is a certificate of authenticity, it’s an authentic altered $2.00 bill.

It’s a series 2003 bill. Possibly the last time $2 bills were printed?

I’m sure the thinking by the grifters behind it is that no one who buys one is going to want to do anything other than frame it.

IANAL, but I believe that it theoretically could be used at Walmart, if the checkout person would accept it, which they probably would not. I don't believe that placing someone else's photo on a bill changes it's status as legal tender, as long as it is a genuine bill to start with.

One reason it won't be used in that way is that Trump is probably charging at least $20 for the modified bill. Why would someone pay $20 and then spend it for $2.

Also, there are a fair number of Americans who don't even know that there IS a US $2 bill (BTW, Thomas Jefferson is on the bill).

My wife and I used to take cruises a lot. On one cruising forum, it was suggested to carry $2 bills for tipping the wait staff and stewards aboard ship. Others pointed out that virtually none of them are from the US and don't believe that it is real. Also, they have a great deal of trouble trying to spend them, especially outside the US. Most shops in foreign countries, especially those in cruise ports will accept US currency, but may not accept $2 bills because they are relatively rare.

Rare legal tender coins and currency are sold for thousands of times face value on eBay.

ETA:

For example, this 1909 S VDB Lincoln cent in MS 66 condition recently sold for 1,490,000 times its face value.

And a fair amount who don't use a 1, 5, 10, 20, or any other size bill.

I played a wedding or two in the last year where they actually payed cash. I promptly took it to the bank and deposited it. I always carry some cash but don't want to drop 100 dollar bills on some poor cashier. It limits the amount of change they have available.

It is also missing the right-side serial number, which should appear where Trump's signature is shown. All bills depicted in the ad have the same serial number.

It says it "comes in a display case." I would lay down a good stack of 3 Euro bills that what they did is take a standard $2 bill, pasted a pic of GROPUS and his signature onto the proper places, and just stuck it into the frame under the glass or plastic or whatever. If someone actually takes it out of the frame, the picture and might fall off.

Or they just printed off some colour pics of a $2 bill and did the same thing. Save the cost of getting $2 bills to use. Few people are going to open the display case to check anyway.

What moron would pay $5.58 for a $2 bill you can get at the bank for......$2? You have to tell them ahead of time you want them but it's just like ordering 1000 $1 bills. And you can specify if you want uncirculated ones.

My grandfather left a bequeath in his will that all the players on the girl's basketball team at the little podunk high school in his town got a $2 bill when they graduated. It lasted until the first graders the year he died had graduated. I never had an issue getting the bills from the bank.
