That doesn’t show he’s unable to raise it, and I don’t see a limp.

Seems odd if that’s him given the distance he’s been keeping from anyone.

I think it looks awkward to some because Putin is left-handed, so the use of what most of us consider the less dominant hand to do things we would do with the opposite hand make it seem as if the hand not in use must be disabled somehow.

That makes sense. My husband is left-handed, so I may just be more used to seeing that, so it didn't look strange to me on Putin.
