I think he is floating various scenarios in the media to see which is the most popular and what the reaction is before he does something. That "handcuffs" scenario is one.

Really he is hunkered down hoping it goes away like things have before. But he has made himself too big and too annoying for people to just drop him as not worth the effort.

In some ways, it reminds me of the wall-to-wall coverage of Paris Hilton. She never really did anything newsworthy, but you couldn't escape it, which only made the problem worse. Finally, a few journalists just said "I'm not going to mention her name". The public spotlight turned elsewhere, and she returned to living in the lap of luxury, but in private.
I am hoping we have an indictment proposition bet bonanza. A daily double indictment, one in the morning and one after a light lunch. (AND please SEND MONEY!!). So, it would seem that Bragg has little incentive to delay the announcement.
