Distichiasis is a rare genetic condition in which the patient has what is often referred to as a double set of eyelashes. Some people with this condition, like Elizabeth Taylor, were lucky that their extra eyelashes grew in appropriate locations. There is an actor who pops up occasionally, he was on Lost and was referred to as eyelash guy by Sawyer, who also has the same condition, and, luckily, was aligned as Ms Taylor's. He'd often commented that people had accused him of wearing eyeliner his entire life.
I don't know if Vance has this condition, but it's certainly a possibility.
For completeness, it doesn't always manifest itself in such an attractive manner. Many people struggle with eyelashes growing into their eyeballs.

1. The campaign is stealing the opposition's play by showing the long lines versus his half-filled venues.
And relatedly playing on the "Joe's campaigning out of his basement" line by noting the Republican nominee's "campaign" is mostly just him calling FOX from Mar-a-Lago. The lone oldie can't handle the rigors of campaigning, etc.
2. The Democrats' operation is very, well, professional. Smooth rollout, coordinated comms, messaging and tone. It is clear they want to be the choice for sunny optimism, and not merely ABT.
It is as if Democrats didn't purge their ranks of seasoned vets and replace them with familial grifters.
