The first full day of NATO's historic conference in Madrid has confirmed an uncomfortable truth for Vladimir Putin — that he has become the most effective recruiter-in-chief that the military alliance could ever have.

For someone who has railed for decades against NATO's expansion eastwards and used it as one of his justifications for invading Ukraine, it is quite an achievement.

But consider what has already unfolded at the summit in response to Russia's war on Ukraine.

"He's getting the opposite of what he wants," he said.

"He wants less NATO. President Putin is getting more NATO, while Finland and Sweden are joining our alliance."

Hawley: The Senate will vote today on whether to expand NATO by admitting Sweden and Finland. I intend to vote No and I encourage my colleagues to do the same..
