The 500K refers to the cost of the private plane ride back and forth, as I understand it. Reporters are saying that stays at the homes of friends are not in violation of the rule. Air far is.

School vouchers are almost never enough to pay tuition at a good private school. They may pay for crappy private schools that are set up just to collect some of that money.

So poor parents still can't get their kids out of dangerous, substandard inner city schools, because they can't pay the difference between what the vouchers pay and the tuition to a good private school.

The result is that the vouchers only serve to defund already underfunded public schools and subsidize rich parents who probably would have sent their kids to a private school anyway.
