IANAL, but it seems to me that he could pursue the appeal simultaneously with bankruptcy proceedings. If the appeals court finds in his favor, that would have a profound effect on his bankruptcy.
Could/would a bankruptcy judge deny him permission to appeal the judgement?

I think I read that he's asking the bankruptcy judge in an attempt to avoid posting the bond required to appeal, which he can't get because he's broke.

My IANAL interpretation - as he has applied for bankruptcy he can no longer take financial decisions and needs the judge to permit spendings, like the payment for the appeal. Not that he would have that sort of $$$ at hand anyway.

I haven't been following this case, but typically federal bankruptcy proceedings place a stay on litigation. That is, in fact, why many people declare bankruptcy: to hold off collection proceedings or such litigation.
So Giuliani's purported asking the bankruptcy court to modify its stay order seems plausible.
I'm not sure why Giuliani would want that, but I avoid thinking about Giuliani's motivations.
At the bottom of that MSN article:
In response to Lane's request that Giuliani clarify what he's seeking to achieve by filing bankruptcy, his lawyer told the judge that he believes the dollar amount determined in the Freeman case to be "unreasonable" and that he was asking the court to address the figure, either vacating or modifying the verdict.
So it sounds like Giuliani is seeking a temporary lifting of the stay, so he can go back to the defamation court and then litigate the size of the judgment. Presumably when the court denies that (or gives the verdict a modest haircut), Giuliani will run back to bankruptcy court and want the stay re-imposed.
I note the defamation case took place in a federal court, so there are probably issues concerning a bankruptcy judge's ability to control litigation in a different federal district's court.
