He seems to refuse to write anything down for his rally speeches and especially, he does not practice them. While many politicians are really good at remembering names, not all folks are (I being one). It can even happen with well-known names (this happens in part when the brain is too busy with other things to keep the connections flowing free). Even if his speech is not written word for word, on the outline, you write down things that are easy to forget, like names or dates, or state names, though that one was weird. If you want people to not think you're losing it, don't give them an opening to find out.

Trump probably thinks that proper preparation is showing weakness and he is so good, he does not need notes. TR did not seem to have an issue with written speeches and I'm pretty sure that TFG thinks TR was a tough guy. His speech once even saved him, in part, from an assassin as the bullet was slowed down by the speech and his glasses case.

I think that the explanation is much simpler. The moon landing and Neil Armstrong had nothing to do with Donald Trump, so he never stored that information in his long-term memory. AFAIK, Neil Armstrong never publicly said anything nice about TFG, either, so, again, no reason to remember him.

I was reading the tweets re his rally as it was going on and I remember one tweet saying that it was taking a bit of time before Trump could speak because they had to set up his TelePrompter. Trump's embarrassing gaffes usually come from his ad-libbing. Maybe the speechwriter assumed that Trump would know the well-known Ohioan who was sent to plant a flag on the moon.
