I think he was moved to this exhibition of projectile vomiting because of the Atlantic article on Milley. When he was done with Milley, he still had lots of undigested hate in the tummy, so he just kept vomiting.
I think the Millie story got to him big time. His attempt to twist around the call Millie made to his Chinese counter part to assure him there would be no attack is the sort of retconning of his own history he wallows in. Yeah, that's it; Milley was secretly on the Chinese payroll.

You know... it totally sucks to be Trump right now. 
He's not the President so all the lawsuits are moving forward and there's not a thing he can do to stop them. Secondly, in private business, Trump had anyone with information about him sign non-disclosure agreements. That was NOT a thing he could do as President and so non-flattering revealing stories are coming out and Trump can't sue government employees and former employees to shut them up. He rants. He raves. He insults. But he can't stop the stories of his incompetence from being published far and wide.

This is, in part, what kept my spirits up during my Summer From Heck, which involved all those surgeries and dislocated shoulders and so forth. I had a terrible spring and summer, but no matter how bad things got, I could always tell myself, "Well at least I'm having a better day than Donald Trump, because his life sucks to be him!"

What Sunak is actually proposing is to delay or remove hard requirements that affect individuals/families, such as shifting the ban on new ICE vehicles to 2035 and dropping the the ban on gas boilers (which apparently would have required all residences to switch from gas to electric appliances in the next two years), instead offering subsidies for low income families to make the switch. But large-scale infrastructure? He's doubling down on that.
