Calling the school first would be cutting out the middleman.
As the school could start it’s standard (only in America) School Shooter Response which would have on site actions to limit (hahaha sob) casualties and to co-ordinate with the police when they (eventually) arrive.

Police say they believe they have found the body of a suspected gunman who went on a highway shooting spree that wounded five people in Kentucky almost two weeks ago.
The body was found during the manhunt in Laurel County, along with accessories that have led police to conclude it is that of suspect Joseph Couch, authorities said in a press conference on Wednesday evening.
Officials have been searching for Mr Couch since 7 September, when the 32-year-old is alleged to have shot at drivers on Interstate 75 before disappearing into the remote area.
Police say they are still working to formally identify the remains.
Officials said the body was found just after 15:30 local time (20:30 BST) when two state troopers and two civilians ran into each other while searching for the suspect.

"Lord I'm coming home to you" wasn't supposed to be taken literally.
It seems as though a couple of the folks killed were targeted (and the others were just wrong place/wrong time). Two of the victims had been arrested for murder themselves (unrelated cases). One was acquitted and the other never made it to trial due to reluctance/death of witnesses.
The local cops said that the community didn't need to worry - it wasn't a random drive-by, and if you weren't involved in the criminal world, you'd be ok (I guess just watch where you go; idk if non-criminals at the lounge knew that criminals like to hang there). Bham has a high murder rate, but most of it is this type of crime - crooks killing each other.
