I agree with your sentiment. However, the federal government has been in the business of building roads since 1916, before either candidate was born.
The biggest federal highway system, the Interstate Highway System, was begun by President Eisenhower in the fifties, after passage of the Federal Aid-Highway Act of 1956. Ike was impressed with the Autobahn in Germany during WWII and hoped to recreate it here.
So, if, by "Our Guy", you mean Biden, I'm afraid I must respectfully disagree.
