So, for example, a Gynecologist is not allowed to explain Contraception without it being called "mansplaining?
Nope. Mansplaining is defined as: the explanation of something by a man, typically to a woman, in a manner regarded as condescending or patronizing. It's especially galling when the woman has direct knowledge of the subject whereas the man has formed his misinformed opinions by searching the internet.
Comparable for you: having a Lutheran woman (for example, me) telling you what Catholics believe. "But the internet says it so it must be true!"
Tim Walz’ Golden Rule: Mind your own damn business!

Kirk isn't a gynecologist; he is an asshole.

At least in the US, about 85% of gynecologists are female.
Charlie Kirk's genius plan to court women voters: Call them bitter and blame birth control Opinion: Turning Point USA founder Charlie Kirk has figured out what's wrong with women. Two words: Birth control. And you wonder why moderate women have deserted the GOP? Laurie Roberts - Arizona Republic
We now know what is wrong with women, courtesy of one of Arizona’s most influential Republicans.
Well, besides the fact that we’re apparently over the hill by the time we reach 30, that is.
It’s birth control.
Charlie Kirk, whose Turning Point USA organization first took over the Arizona Republican Party and now is a dominant force in GOP circles across the nation, says the scourge of birth control has made women “angry and bitter.”

And, seriously, the fucker is Married, calling him an "Incel" makes zero sense. Especially when, in real life, the worst drunken assholes on Earth have women fighting to get into their pants.
Back in Usenet days, I was on a forum or two inhabited mostly by bitter incels, only that name hadn't been invented yet. Some were literal incels; some were misogynists like Kirk, married, divorced, whatever, but with the same attitudes as bitter incels. Kirk has the bitter incel voice down pat.

How short would the time be for the legislators to change the state law? Any litigation included?
The Dem party chair did some TV hits last week explaining the structure of their legislative branch is more resistant to blatant partisanship than other states. They need 17 votes to make this change and will be very difficult or impossible to get them. She says Donald is calling around and trying to threaten them to vote, but not getting very far.
Can't be having girls women register to vote, now can we?

Charlie Kirk & Turning Point USA are going after Taylor Swift again and grooming thousands of students across the country to become "alpha males".
Here's if those "alpha males" were honest:

So a bunch of petulant children are building tent encampents on college campuses, with copycat "protests" spreading around the country. Totally organic, right?
Wrong.
Soros-backed Students for Justice in Palestine (SJP) organized protests at Harvard, Yale, Berkeley, Ohio State, and Emory in Georgia.
US Campaign for Palestinian Rights (USCPR) is also Soros-backed and has organized copycat protests at three other colleges.
USCPR pays "community-based fellows" up to $7,800 and "campus-based fellows" $3,660 for eight hours a week to terrorize campuses.
Soros pays them, and then they expect taxpayers to pay off their school loans.

Right Wing Revolution: How to Beat the Woke and Save the West
The United States of America has long been the lone beacon of freedom and sensibility in a chaotic world. Now, she is under threat from a lethal ideology that seeks to humiliate and erase anyone who does not bow at its altar. The threat in question? Wokeism. In Right Wing Revolution: How to Beat the Woke and Save the West, Turning Point USA founder Charlie Kirk drags wokeism out of the shadows and details the exact steps needed to stop its toxic spread. Right Wing Revolution is not a cautionary tale. Wokeism has already seeped into every aspect of American society. Instead, Charlie Kirk looks to inform and prepare every reader for the coming confrontation against one of the most existential threats the United States has ever faced.
