Total number of votes was way down. About 4% of eligible voters vs. 16% in 2020 and 12% in 2016. Of course, those were more competitive primaries, but even so...it’s worrisome.

I do not really think so. As you said SC in 2020 was a competitive and a critical primary. Voters knew that and came out. I doubt the Biden campaign bothered to spend anything this year since the outcome was a given.

Like most presidential incumbents, the power move is just to focus on the general election. While showing you are doing well in the current gig and deserve another term.
The only thing that surprised me about the South Carolina primary was that the 4th Circuit denied Uygur's motion to expedite, so it didn't rule before the primary. Everyone knows it is just a colossal waste, but I'm surprised the court didn't go through the motions. Access to justice, etc.
