That, combined with unrelenting demographic changes and absolutely minority positions on most issues, makes me as confident as ever in winning in 2024. After losing 3 elections in a row (5 including GA runoffs), if they had any sense at all they'd see it's not working. Grassley, R-Iowa, revealed from the Senate floor Monday what was said to be a redacted reference in the FBI-generated FD-1023 form alleging a criminal bribery scheme between then-Vice President Joe Biden and a foreign national that involved influence over U.S. policy decisions.
Grassley said the FD-1023 has a redacted reference that the Burisma executive possesses fifteen audio recordings of phone calls between himself and Hunter Biden.
According to Grassley, the FD-1023 also states that the executive possesses two audio recordings of phone calls between himself and then-Vice President Joe Biden.

Message from the FBI on the FD-1023 Request from Congress
FBI colleagues,
No doubt you’ve seen a lot in the news in recent days about a congressional subpoena for an FBI FD-1023 form. We wanted to share directly with you what the Office of Congressional Affairs (OCA) and the Office of Public Affairs (OPA) have been doing to handle this in a responsible manner, as well as communications we have had that you might not be able to easily find publicly. Bottom line, we’ve approached this request the same as we would any other — working in good faith to find a resolution that satisfies Congress’s legitimate oversight interests, while protecting important FBI interests like the safety of FBI sources and the integrity of our investigations.
What are FD-1023s, and why is protecting them important?
As many of you know, the FD-1023 is the form our special agents use to record raw, unverified reporting from confidential human sources (CHSs). FD-1023s merely document that information; they do not reflect the conclusions of investigators based on a fuller context or understanding. Recording this information does not validate it, establish its credibility, or weigh it against other information known or developed by the FBI in our investigations.
Protecting this type of information from wider disclosure is crucial to our ability to recruit sources and ensure the safety of the source or others mentioned in the reporting. CHSs are critical to cases across all FBI programs — whether it’s violent crime, drug cartels, or terrorism. It would be difficult to effectively recruit these sources if we can’t assure them of their confidentiality. And without these sources, we would not be able to build the cases that are so important to keeping Americans safe.
What has Congress asked for, and how has the Bureau responded?
On May 3, 2023, the U.S. House of Representatives Committee on Oversight and Accountability issued a subpoena to the FBI requesting an “unclassified FD-1023 form.” On May 10, OCA responded in writing to the committee, assuring them of the FBI’s commitment to working with them to provide information necessary for their legitimate oversight interest while also protecting CHS information. OCA staff followed up with an in-person meeting with committee staff on May 15 to learn more about their legislative interests and specific informational needs.
Subsequently, on May 22, a deputy assistant director (DAD) of the FBI’s Directorate of Intelligence briefed committee staff. That briefing:
On May 30, OCA communicated with the committee to inform them that we had identified responsive information that we were prepared to offer the committee as an extraordinary accommodation, and that a previously scheduled call between Director Wray and the chairman would still take place the following day.
- Included a detailed discussion of the Attorney General’s Guidelines regarding the Use of FBI Confidential Human Sources policy — which strictly limits when and how CHS information can be provided outside of the FBI — as well as the reasons behind the policy.
- Emphasized the importance of the FBI protecting not only the identity of a specific CHS but also information that would tend to identify the source, such as contextual material found in many of the kinds of investigative materials requested by the committee, such as FD-1023s.
- Explained the importance of closely protecting source information to preserve sources and methods and maintain investigative integrity, to prevent a potential decline in the FBI’s recruitment of sources and their candor in reporting, and to protect sources and individuals associated with them from being physically harmed or even killed. The briefing highlighted that the FBI’s obligation to protect CHS information extends at least for the life of the source.
- Presented an overview of the various levels of approval that go into reviewing FD-1023s, as well as the policies that govern how FD-1023s are routed internally. The DAD outlined how the FBI analyzes the veracity of source reporting and the internal oversight mechanisms designed to weigh reporting against other information known or developed by the FBI, and cautioned that raw, unverified source reporting may lack that important context.
On May 31, Director Wray had separate calls with the chairman and ranking member. The Director discussed the good faith efforts the FBI has taken to accommodate the committee’s request. He also conveyed that the FBI had identified an FD-1023 that the FBI believes is responsive to the subpoena. The Director further offered to produce that document with limited redactions for review at their earliest convenience, along with an important briefing to provide context to the document.
Today, June 5, the FBI produced to the chairman, ranking member, and limited staff members an FD-1023 containing minimal redactions that was responsive to the committee’s subpoena. The minimally redacted document was produced on a read-and-return basis, which means the document was not left with the committee at the conclusion of the briefing. In addition, two FBI senior executives provided a contextual briefing on the document, the importance of protecting the safety of CHSs, and the integrity and effectiveness of the FBI’s CHS program. The safeguards the FBI placed on the production of this information are important, not only for the integrity of FBI investigations but also the protection and safety of our sources. Moreover, these safeguards are routinely employed in response to congressional requests and in court proceedings.
Throughout this entire process, both OCA and OPA have communicated that this is an extraordinary accommodation given the sensitivities surrounding FBI FD-1023s. Over the past three-plus weeks, OPA has released six public statements about this matter, including the following:
“Director Wray has offered to produce the requested document, with limited redactions to protect the confidentiality and safety of sources, by bringing it to a secure location in the U.S. Capitol for the chair and ranking member to review. The FBI has continually demonstrated its commitment to working with the committee to accommodate its request, from scheduling briefings and calls to now allowing the chair and ranking member to review information in person. By offering to provide access to the requested document in combination with a briefing to offer context, the FBI has agreed in good faith to give the committee all of the information it originally asked for and more. The commonsense protections the FBI has requested to maintain the confidentiality of that sensitive information are routinely employed both in response to congressional requests and in court in criminal proceedings to protect the physical safety of sources and the integrity of investigations. The FBI remains committed to cooperating with the committee in good faith.”
As you’ve heard Director Wray say repeatedly, the FBI must always be committed to doing the right thing in the right way. We’ve attempted to achieve that in our handling of this subpoena, striking an appropriate balance between upholding our commitment to cooperating with congressional oversight and protecting our confidential sources. We thought it was important for you, our FBI workforce, to have the full picture of our efforts on this matter.

WASHINGTON — House Republicans doubled down Thursday on their attacks against President Joe Biden and his family after they viewed a document behind closed doors that remains secret.
Republicans on the House Oversight Committee emerged from a secure room on Capitol Hill, known as a SCIF, after having viewed the FD-1023 form brought in by the FBI, and they continued to accuse Biden and his family members of bribery and corruption.
As part of the investigation, Republican lawmakers, however, have repeatedly released financial documents that failed to prove any of the accusations.
The FBI and a prosecutor reviewed the allegation when it was made in 2020, a senior law enforcement official said last week. The bribery allegation, however, wasn’t substantiated, the official said.
Republicans have purported that the document includes an unverified allegation from a human source who said Biden, when he was vice president, was involved in a bribery scheme involving a foreign national. House Republicans called the allegation "credible" and "legitimate" Thursday. Reps. Byron Donalds, R-Fla., and Andy Biggs, R-Ariz., claimed that the human source has been a paid FBI informant for several years.
Rep. Anna Paulina Luna, R-Fla., said Biden is "100% guilty" of bribery.

Former Trump attorney Rudy Giuliani claimed that the key whistleblower in the House Oversight Committee's investigation into President Joe Biden and his son's alleged bribery has died. Committee Chair Rep. James Comer, R-Ky., and Sen. Chuck Grassley, R-Iowa, claimed to have seen an FBI document that indicated Biden accepted a bribe and participated in a money laundering scheme with his family. The file, an FD-1023 form that allows the public to submit tips to the government about possible crimes, according to the lawmakers, allegedly also suggests that there are audio recordings of the incident. But neither Comer nor Grassley, nor the FBI or Rudy Giuliani have the tapes, and several Republicans this week told the press that they don't know if the recordings even exist.
Newsmax has repeatedly questioned Comer, Grassley and Sen. Ron Johnson, R-Wis., about the purported audio files, and Johnson recently told the outlet that Grassley never actually said that the recordings exist. In a Saturday interview with Newsmax, Giuliani claimed that the whistleblower that informed him of the Bidens' alleged scheme had died. "I did tell them three years ago, and they followed up on none of the evidence I gave them," Giuliani said. Former Attorney General Bill Barr, however, rebutted that claim in The Federalist last week, saying that the inquiry was "sent to Delaware for further investigation." Barr's autobiography suggests that Giuliani could be the person who submitted the FBI form. Rep. Jamie Raskin, D-Md., called the report an example of "secondhand hearsay." and explained that its claims only "surfaced after Rudy Giuliani was making particular allegations" about the Bidens and Ukraine in early 2020.
"They were hoping that the people would just disappear or die," Giuliani alleged. "It's extraordinary. I gave them one witness that any investigator would jump through hoops to get to. Gave them a witness who was a woman, she was the chief accountant at this crooked company Burisma. She was the wife of the former owner, who died under suspicious circumstances. And she was willing to give up all of the off-shore bank accounts. Including the Bidens." The person Giuliani may be referring to is the wife of Mykola Lisin, a co-founder of Ukrainian energy company Burisma, according to Raw Story. Lisin died in 2011, which predated Giuliani's trip to Ukraine to search for information on the president as well as Biden's first visit to Ukraine and Hunter's ascension to the company's board. The "suspicious circumstances" Giuliani alleged were a car accident.
Only right-wing outlets have reported the wife's death though none of them appear to know her name, Raw Story noted, and no report has details of the so-called mysterious circumstances Giuliani said surrounds her death either. Grassley said during a Monday committee hearing that the purported whistleblower kept the alleged "tapes" as "insurance." "According to the 1023, the foreign national possesses fifteen audio recordings of phone calls between him and Hunter Biden. According to the 1023, the foreign national possesses two audio recordings of phone calls between him and then-Vice President Joe Biden. These recordings were allegedly kept as a sort of insurance policy for the foreign national in case he got into a tight spot. The 1023 also indicates that then-Vice President Joe Biden may have been involved in Burisma employing Hunter Biden," Grassley claimed. "...Special Counsel Jack Smith has used a recording against former President Trump. Well, what's U.S. Attorney Weiss doing with respect to these alleged Joe and Hunter Biden recordings that are apparently relevant to a high-stakes bribery scheme?" he continued.
Comer also told Fox News host Sean Hannity on Thursday that a source in the investigation into the Bidens' alleged money laundering scheme was missing, which follows last month's reports that a different source in the probe had also disappeared, according to Mediaite. "And you estimate that nine Biden family members were beneficiaries – including grandchildren were being funneled money through these shell corporations, fake LLCs," Hannity said to the conservative lawmaker, before referencing the purported audio recordings. "You say about between 20 and $30 million from foreign nationals. Is that true? And what do we know about the 17 tapes? Do we have them? Do you know who has them?" "Well, with the money, first of all, we've already tracked down a little over $10 million," Comer responded. "We're pretty confident, from other sources that that number will grow to beyond 20 million and it could be more if you factor in the president's brother, who dealt mainly in the Middle East." "With respect to the tapes, look, it mentioned in the FBI form that the oligarch had 17 tapes of Biden – two with Joe Biden accepting the bribe, that he used that as an insurance policy," he added.
When Hannity asked if Comer had been in contact with the "high-ranking member or owner of Burisma," Comer replied that he hadn't. "Unfortunately, nobody's had any contact with him for the last three years," Comer said. "You know, the MSNBC makes fun of me when I said that there are a lot of people that were involved in the Biden shenanigans that are currently missing. But with respect to this oligarch, we think we know where he is. He just hasn't been seen in public in a long time, but we're following the money."
