As I was fast-forwarding through a program I recorded this past week, I was remembering a feature we had on a VCR. That VCR, when playing a recorded television program, could automatically skip commercials. It wasn't 100% accurate, but it was pretty good.

I think the 'tech' behind that was volume level. However, I believe that it was mainly the 'fault' of the local stations. The national broadcasters audio signal level didn't necessarily match the local stations audio signal levels.
So when the 'local commercial break' signal came through and the local station started playing Cal Worthington's "Spot The Wonder Dog" commercial it was gonna be at a different level than the national feed.
I could be wrong, but that's what I heard. These days there is signal matching techniques that solve the problem.
