Sounds more like one person who allows their big untrained dogs to run loose in the neighbourhood, who has been warned on more than one occasion, that packed-up dogs going after livestock will run the risk of being shot in the act of harassment (and that person ignored the warnings).

Just pointing out that Ms Mendoza might not think that her dogs get out of her yard 'due to there being an underground electric fence that all dogs at the property wore a collar for', but she also mentioned that some young boy would routinely take her dog, Omega, off the property.

Anyone who uses those underground electric fences knows that some dogs WILL brave the shock and get out if they are determined enough to do it, and furthermore, that the same dogs will NOT come back into the property because getting out is the easy part, getting back in only to get shocked is not as much fun.

But it took all of last year and until about this mid-Summer for them to bridge that gulf in the male psychology.
