An article I read on the London tube earlier today -- I'll try to find it again and post the link, but I admit I was mostly link-surfing -- indicated that the tax break is only applied to a limited number of acres or something like that. I'll see what I can dig up but if anyone else has insights, please do share likewise.

That's so ugly. At a minimum, he could have at least provided a (cheap) temporary low fence around the grave with a wreath and other flowers added. But why would we ever believe that he gives a shit about anyone other than him?

But anyway... Rather than just having dirt and a small floral cluster, there could be a temporary fence to show the area of the plot, cover the dirt with flowers, and hang a wreath. I've seen burials like that with low, temporary fences and flowers, special mementos (letters, cards, etc.), and a big wreath. Eventually the headstone is placed, and the grass grows back.
But anyway... Rather than just having dirt and a small floral cluster, there could be a temporary fence to show the area of the plot, cover the dirt with flowers, and hang a wreath. I've seen burials like that with low, temporary fences and flowers, special mementos (letters, cards, etc.), and a big wreath. Eventually the headstone is placed, and the grass grows back.
