I 'm sure GIL will find some way to get either Obama or the Clintons in to this before it's over and dismissed.

Somerset, my experience is "of counsel" is a non partner, recently worked with a 60 year veteran who was "of counsel" to his firm.

On a law firm letterhead, it means someone who works for the firm who is nether a partner nor an associate; usually denotes a semi-retired former partner.

When a lawyer is listed "of counsel" on a lawsuit, it means that the lawyer is not admitted to practice in the relevant jurisdiction, and therefore cannot be counsel of record, but is nonetheless working on the case, ostensibly assisting the counsel of record.
