They came from around Arizona, stormed a school board meeting, then pretended to elect a completely new board, convincing many residents on social media that it had actually happened. It was a weird night in Vail. The crowd of about 200 that gathered outside the Vail school board meeting Tuesday evening was organized in part through the Purple for Parents Facebook page, which is used by people statewide, said Vail board member Chris King. They wanted Vail to rescind its mask mandate for district students. When some protesters refused to obey the mask requirement to attend the meeting and pushed past security, the board called off the meeting.

Some protesters told the Star they were Vail parents and others said they lived in the community but their children, if they had any, attended private schools or were home-schooled. Others were from elsewhere in Arizona. One leading protester, Steven Tyler Daniels, lives in Maricopa County, and in his Facebook profile identifies himself as “Chairman Pro Tem at Patriot Party of Arizona.” The owner of local business Viva Coffee House, Kelly Walker, had already made a name for himself around Tucson when, before the meeting, he used his business Facebook page to call for people to attend. “Come out tonight and support our children. The mental trauma and suicide caused by failed, unscientific policies must end now,” one post read. Walker said he planned to speak to the board before the meeting was canceled, although his children are home-schooled and do not attend Vail schools. Hours after the meeting ended and sheriff’s deputies had arrived, about 200 people still hung around inside and outside the building. Crowded and unmasked in the entryway of the Vail Education Center, where the board meetings are held, an excited group proceeded to pretend to appoint new board members.

Daniels called for volunteers from the crowd to nominate new board members. Once five people had stepped forward and were “elected” by less than 100 people yelling “aye,” this impostor board voted to remove the Vail School District’s mask mandate. Several Vail protestors, seeming to believe that they had just elected new board members for the 13,600-student district, tried to push past sheriff’s deputies into the board room. Michelle Dillard, a member of Purple for Parents who lives in Maricopa County and has a banner for the “Patriot Party of Arizona” on her Facebook page, repeatedly told a sheriff’s deputy that the new board needed to get past him into the board room because of Robert’s Rules, referring to the most widely used manual of procedure in the United States.

The crowd had been yelling “Robert Rules” earlier, implying that something in the rules allowed them to spontaneously overthrow the November 2020 Vail school board election, in which more than 74,000 residents voted. “Meet the NEW Vail School District Board, elected by the PEOPLE!” one Viva Coffee House post said later. “What an amazing choice—these people CARE about YOU, not power, not politics...YOU! We don’t know if this will ultimately be legitimized, but we understand the sentiment.” Daniels attempted to stage a similar takeover the following night at the Dysart School Board meeting in Maricopa County. He was disappointed by the small turnout, but nonetheless live streamed himself calling the police who asked him to leave “Nazis” and “fascists.” Protesters said they would take similar actions in districts like Tanque Verde, Sahuarita and Marana. The Tanque Verde School District canceled its scheduled board meeting Wednesday night in anticipation of similar protests.

TUCSON, Ariz. (KGUN) — EDITOR'S NOTE: A previous version of this story attributed the first quotation below to attorney Steve Portell. It was Vail Superintendent John Carruth who called the new board "a publicity stunt." The story has been corrected and KGUN 9 regrets the error.

The Vail School District is disputing claims from a group calling itself "Freedom Fighters Group" that they replaced the school board. The group says it took action using Robert's Rules of Order. They are guiding principals used to run board meetings. The district says the group didn't vote in a new board. We talked to a local attorney about the rules.

"It's a publicity stunt," Vail Superintendent John Carruth said. "A new board needs to be voted through a due elected process of the voters of this community. That did not happen last night." Portell said the rules do not give the group the right to take over.

"Roberts Rules of Order have been around for decades and really provide a way of conducting open meetings, public meetings, in an orderly fashion," attorney Steve Portell said. "They don't have the legal impact of supplanting Arizona law and removing elected officials from office." The district has repeatedly said that the mask mandate will remain in place through the end of the school year.

TUCSON, Ariz. (KOLD News 13) - When the Pima County Board of Supervisors passed its mask mandate in May, rather than punish the businesses which failed to obey the rules, the county decided on a “wall of shame.” The general public was encouraged to report businesses who were out of compliance, the county would investigate and decide whether their names should be published.

So far, about a half dozen have been listed. One of those was the Viva Coffee House on East Valencia Road in Rita Ranch. “We have tried to comply with all the COVID mandates,” said Kelly Walker, co-owner of the business. “They keep changing a lot.” Walker says a woman came in and took photographs which he says misrepresented the restaurant’s policy. Those photos made it to the county which put him on the list.

“We always, always had a good relationship with the health department,” Walker said. “I really have no idea why they did this but it wasn’t right.” The County Health Department has not responded as yet. Walker says his mask policy is in compliance with the county mask resolution. But Walker says he has been blasted on social media with death threats to him, his workers and family because the community doesn’t believe he is in compliance because of the listing. He attempted to read some of those threats to the board this morning during the call to the audience. The profanity he used from the social media posts got him arrested, led from the board room and charged with disorderly conduct.

“I didn’t want to do this,” he said. “But they needed to understand, they needed that shock to finally understand what local businesses are going through.” He wants and apology from the board and a change in policy which doesn’t shame businesses. The board has voted to reconsider the proposal.

I am recommending, in consultation with community leaders, that the group of parents who formed a de facto new Vail Governing Board of Directors give the sitting Vail Board of Directors (elected in the General Election) the opportunity to make this right for the people they swore an oath to protect and stand up for! We will continue our recall efforts with the demand that these illegal mandates are lifted immediately and ARS 1-602 is complied with, and then the People of our Community can speak as to whether these Board members retain these positions.

Our best information in consultation with a number of people and organizations within our community is that the VUSD Board did not resign, though they left the meeting room. They would not address the students and parents who took time out of their workday and evening schedules to be present for a very important meeting. They deserved to have a voice regarding the future mitigation strategies for this district, which would include removing the mandates and restoring our kids', parents', and teachers' right to make their own health decisions, including regarding masks, vaccinations, and other "mitigation strategies."

We also understand Governor Doug Ducey is aware of this situation and we encourage him to help make this right for the parents and children who were wronged.

Tim Steller's opinion: Failure of Vail recall shows weak support for school-board confrontations

It looked for an evening like maybe a revolution was underway at the Vail School District. On April 27, a crowd protesting mask mandates refused to wear face coverings as required to attend the board meeting and pushed past security. At that, the Vail school board canceled its meeting, and the protesters went about a ritual of selecting replacement board members from their own ranks. Those replacements weren’t real, but an effort to recall board members took off afterward, feeding in part on the anger from that meeting. The recall effort raised the possibility that those protesting the board in late April might actually win seats on the board, not just in a pretend ritual. They didn’t win, at least not yet. The recall effort against board chair Jon Aitken and member Claudia Anderson officially failed on Friday. Recall leaders, who needed to collect 4,364 valid signatures, didn’t turn in any signatures by the deadline that day. What that means, usually, is they didn’t collect anywhere close to the required number. And what that means is that those people regularly confronting the Vail school board and other school boards across the state appear not to have broad support. They are likely a loud, small faction posing as “we the people.”

Beyond Vail, recall efforts have also failed to gather enough signatures this year in Litchfield Elementary and Paradise Valley Elementary school districts. Another nine recall efforts against school board members are underway in the Peoria Unified, Scottsdale Unified, Litchfield Elementary and Liberty Elementary school districts. Showing up to school board meetings and angrily denouncing board members over mask mandates, vaccines, critical race theory and sex education has become a rite on America’s far right. A candidate for county executive in Northampton County, Pennsylvania, made news this week when he advocated using force against school boards who vote for mask mandates. “You go into school boards to remove them — that’s what you do,” Steve Lynch said at a political rally, his hands on a lectern printed with the words “We the People.” “I’m going in with 20 strong men. I’m going to speak in front of the school board, and I’m going to give them an option — they can leave, or they can be removed.” He didn’t know, it appears, that people have already tried that in Vail, and it failed, because it was not legal. “There are groups who have decided to weaponize this fight over masks and over curriculum and instruction,” Chris Kotterman of the Arizona School Boards Association told me. “We’re not in the business of stifling the politics of the moment. They have the right to express what they want to express, but they have to do it in a manner conducive to safety.”

Carrie Liebich, who formally started the Vail recall campaign, declined to talk to me, saying she doesn’t speak with reporters. However, I’ve been able to speak with three school board members and others connected to the recall and review related videos and statements. I also requested comments from area residents on a Facebook forum for people in Vail and Rita Ranch, asking why the recall failed. The most common comments were along the lines of this response: “There was no reason to recall them.” People also complained that recall supporters tried to gather signatures the first day of school and at after-school pick up, and that they were simply too far out in their arguments. “I read their claims against the two they wanted to recall and felt their claims were full of emotion and no real evidence,” a resident said.

There were also practical impediments: 4,364 is simply a large number of signatures to gather, and respondents on the Facebook page also noted they hadn’t heard of the recall effort. The failure of the effort doesn’t mean it has been painless to those targeted, Aitken and Anderson. Aitken has been accused, among other things, of causing three suicides in the Vail district last school year and of pushing critical race theory, something he said the district has neither taught nor discussed teaching. “It was a cartoonish effort to create hostility and vitriol in the district about a topic that never existed in the first place,” he said. “This has poisoned the well,” he added. “It made me question whether or not it’s worth participating in public service.” He and Anderson suspect that the only reason they were targeted for recall is that they are both Democrats. The other three members are independents or Republicans.

In fact, Anderson almost seems to have been added on as an afterthought. The official statement explaining the grounds for recalling Aitken has specific individual allegations against him, but the one against Anderson contains boiler plate language and vague accusations like “She appears to lack the drive to fight for students and parental rights.” “They were pretty vitriolic and not completely truthful, and I think people could see that,” Anderson said. Chris King, a longtime local Republican activist who has been on the board less than a year, has often been on the other side of the dais, criticizing the Pima County Board of Supervisors. “As elected officials, we legitimately have to listen to the criticisms,” he said. “Sometimes the criticisms are sharp, sometimes they’re right on the money. When they’re right on the money, it stings.” Now recall supporters are looking to win influence the normal way — by running for the board. Bill Liebich, the husband of recall leader Carrie Liebich, is one of several recall supporters who have filed to run in next year’s Vail election. Carrie Liebich explained in a pro-recall video what it was all about to her: “All we’ve ever wanted was to be heard. We wanted a voice.” But of course, they had a voice all along. They have been heard, as have the other people confronting school boards around the state and country. And “we the people” are rejecting them.

Man Cited For Trespass After School Principal Confronted With Zip Ties Over Quarantine Rule

One of the three Arizona men wielding zip ties in a filmed confrontation with an elementary school principal over the school’s COVID-19 quarantine policy has been cited with trespassing, the Tucson Police Department told TPM. Rishi Rambaran, a 40-year-old father of a student at the school, was cited after the Thursday incident, TPD Sergeant Richard Gradillas said. Rambaran, a local coffee shop owner named Kelly Walker, and a third unidentified man had marched into the office of Diane Vargo, the principal of Mesquite Elementary School, after Rambaran’s child who had been exposed to COVID-19 was asked to quarantine in accordance with the Pima County Health Department’s policies. Walker later posted a video of the confrontation on his coffee shop’s Instagram page. Walker appears to refer to Rambaran as “Reese” in a different Instagram video. Gradillas told TPM the department was unable to provide more information on the case at this time.

Walker’s video of the confrontation shows how the three men went into Vargas’ office equipped with what they called “law enforcement zip ties.” They accused the principal of “breaking the law” and warned her that they were prepared to carry out a citizen’s arrest “if you insist on this” policy. “We’re ready to make a citizen’s arrest if necessary,” one of the men told Vargo. They left before the police arrived at the scene. Vail Unified School District, which oversees Mesquite Elementary, did not respond to TPM’s request for comment. The Facebook page for Walker’s coffee shop, Viva Coffee House, shows a post praising the Rambaran as a “hero” and “manly father” in the caption.

Another post on the page said:

Carrying zip ties and asking the police if we can make a citizens’ arrest is mild compared to our Duty to “throw them off.” (No one was “threatened.”) “We can’t stand by and watch this ridiculous sedition and law-breaking by people who think that they can just ignore the laws of the land,” he said.

No one answered TPM’s phone calls to the coffee shop or responded to emails there. TPM was unable to contact Rambaran. John Carruth, the school district’s superintendent, told the Post after the incident on Thursday that it was “a tough day.” “One of the most powerful tools as adults is the behavior that we model to young people,” Carruth said. “And the behavior that was modeled today makes me really sad.” Walker posted a video he had filmed apparently on his way to the elementary school in which he urged his coffee shop’s Instagram followers to come join him at the showdown.

An Arizona father was arrested after he and two others threatened to make a citizen's arrest on a principal over an elementary school's COVID-19 protocols.

TUCSON, Ariz. - An Arizona father was arrested Thursday after he and two others threatened to make a citizen's arrest on a principal Thursday morning over a school's COVID-19 protocols. According to Vail Unified School District officials, a student at Mesquite Elementary School was asked to quarantine at home for at least one week after he reportedly was in contact with an individual who had tested positive for the coronavirus.

On Thursday, the student’s dad allegedly walked into the school with his son and two other men carrying zip-ties before confronting the principal, protesting the decision over the school’s quarantine policy.

The school’s principal, Diane Vargo, told FOX Television Stations that the men threatened to call local authorities and conduct a "citizen’s arrest" if the student was not allowed to come back to the classroom.

"I had three large men in my office, and, one of them was blocking my doorway with large military zip ties," Vargo shared. "I felt threatened.

Our battle against child abuse, tyranny, and executive overreach began after Kelly Walker's wrongful arrest in September, 2020, later dismissed. It has continued through the despotic imposition of unlawful mask/vaccine mandates, quarantines, forced masking of children, usurping of parental rights, coercion based on loss of livelihood, etc.

On September 2, 2021, local father, Reese Rambaran was notified that his ten-year-old son was being held in the office and had been forced to wear a mask against his will, and then forced to fish it out of the trash and put it back on after he threw it away. The school further insisted that an illegal "quarantine" of a non-sick/untested child would be imposed, depriving him of ten days of in-person education.

After being treated with contempt by the principal and vice-principal and denied any explanation, Reese contacted two other local fathers to join the meeting. He asked for their support because a family of three, including a teenage girl, had been arrested and led away in handcuffs simply for standing their ground and demanding answers.

Subsequent to this event, a limited video segment was used out of context by the mainstream media to portray these fathers as "domestic terrorists"; without interviewing the fathers or having access to video of the full meeting, the principal and the Vail School District conducted a smear campaign and knowingly created a fabricated scenario to defame them. This led to job loss, death threats, cyber-bullying, and loss of prestige, as well as international character assassination.

Tucson Police refused to respond to Reese's call to come to the school for alleged child abuse but sought him out for trespassing arrest more than two hours after he left peacefully. The other two fathers were arrested for trespassing and released three days and five days after, respectively.

The fathers have since retained a lawyer and need assistance raising funds needed for their fight, which will benefit many other parents and children dealing with similar tyranny. They have released portions of the "missing video" that refute the false narrative.

That strategy seems stupid to me. I am not a tax expert by any means, but, since the coffee house is not a charitable organization, any revenue from the GoFundMe campaign would be considered taxable income to the business.

Then, when he withdraws the money from the business to pay his legal bills, that same money would be taxable income to him, personally.

This might go along with the growing opinion I have that this faction is made up of a bunch of people who do not even live in the district. They are Board hopping to make noise. There are probably a few from the district but a bunch are like Ammon's gang of roaming ragers.
