FRANKFORT, Ky. (LEX 18) — Gov. Andy Beshear announced on Monday the "Team Kentucky Vaccination Challenge" that when met would lift most COVID-19 restrictions for a large swath of Kentucky businesses.

When 2.5 million Kentuckians have received at least their first dose of a COVID-19 vaccine, Beshear said he will remove capacity restrictions and physical distancing requirements for nearly all venues, events and businesses that cater to 1,000 or fewer patrons.

Beshear said he would also lift the curfew for restaurants and bars when this goal is met.

Masking would remain in effect and mass gatherings would still be limited until COVID-19 variants are under control and more Kentucky children are able to be vaccinated.

Beshear said just over 900,000 more Kentuckians need to be vaccinated for the state to meet the Team Kentucky Vaccination Challenge goal.

The announcement came amid the opening of a 28-lane drive-through vaccination site at Cardinal Stadium in Louisville where 200,000 Kentuckians could get a COVID-19 vaccination over the next seven weeks.

“This is a pivotal moment in our battle against COVID-19, and with this site, where we can vaccinate 4,000 Kentuckians every single day, we are winning the war and taking the fight to COVID,” Beshear said of the state's largest vaccination site. “Thanks to UofL Health for being a partner as we vaccinate more and more Kentuckians, save lives and end this pandemic.”

Sounds very threatening. While I'm pretty sure he won't make it to DC, it's a tank of gas to get to the KY STate Capitol. I hope the right authorities are watching.

I really can't see how he'd be receiving benefits in KY anyway, no way he'd have enough qualifying weeks with his short-lived Papa Johns stint and whatever else. His wife would, except she seems to be able to manage to keep a job...hmmm.

Does he really think that anyone cares what or who he thinks is a security threat? It is one thing to say "In my opinion, these things are security threats, etc.", but an entirely different thing to "Declare" them to be so.

Its kind of like the sovcits who love to declare that some law or executive order is unconstitional.

They just won't recognize that they are not the ones who get to declare something unconstitutional or illegal or a security threat.

But just to spite The Spork, and since he must check The Spork's Facebook page 10-12 times a day, Gov. Beshar declared the Mask Mandate is staying. And to add insult to injury, The Spork might lose his socialist benefits. :(


It's almost time to put an updated "The Spork List of Promises and Accomplishments" together... Scir had an excellent point about The Spork promising to get Mark Zuckerberg on the phone the next day or traveling out to Facebook HQ. And, of course, the phone book campaign calling every business in Kentucky posing as an employee to get mask mandates dropped. And standing by the highway with a sign for a year.

Notch another OOPS for General Spork. He was SO EXCITED about KY HJR 77, he's planning to bring his little bullhorn and announce it proudly (see above). Unfortunately, The Spork didn't keep up with the news -- it was blocked. The Spork loses again. Heartbreaking to see more of his little world crumble. Kentucky governor notches another court victory for his emergency COVID-19 orders

Franklin Circuit Judge Phillip Shepherd has added another legislative measure to the temporary injunction he issued earlier this year to block laws that limit Gov. Andy Beshear’s powers to deal with the coronavirus pandemic and other emergencies. The judge’s nine-page order handed down late Wednesday afternoon temporarily blocks House Joint Resolution 77. The move keeps Beshear’s COVID-19 restrictions in effect, including the mask mandate. The resolution, sponsored by House Speaker David Osborne, was enacted by the legislature to implement Senate Bill 1, which would limit the governor’s emergency orders, such as one that requires Kentuckians to wear a face covering in public, to 30 days unless the legislature extends them.

Shepherd temporarily blocked SB 1 and two others laws earlier this year. In blocking the resolution, Shepherd said, “In general, it appears that the General Assembly has ratified the governor’s actions related to economic relief for regulated businesses and professions but has attempted to impose a general termination of executive authority to impose public health restrictions (such as masking in public, social distancing, seating capacity or limitations on public gatherings.)“ “Whether HJR 77 represents a valid exercise of legislative authority or an unconstitutional usurpation of executive authority” is a legal issue that supports the issuance of a temporary injunction, Shepherd said.

The judge called Beshear’s existing executive orders and emergency regulations “proper responses to a public health crisis.” “They should remain in full force and effect until the entry of a final judgment or until after notice and a hearing on any motion to terminate any such specific executive action,” he said. Shepherd denied without prejudice Beshear’s request to block parts of House Bill 192, the executive branch budget bill that prohibits spending funds on certain COVID-19 regulations and activities. The judge said the issue was not ready to be argued in court. He noted that the current budget bill, which remains in effect until July 1, contains no restrictions. The new budget bill, HB 192, takes effect July 1. The governor may alter or amend the application of COVID-19 regulations prior to July 1, said Shepherd. “In any event, the court should be able to fully address the merits of those claims prior to the end of the current fiscal year on June 30, 2021,” said Shepherd. “If those claims have still not been resolved by June 30, 2021, the court will allow all parties notice and the opportunity to be heard on this request for injunctive relief and will issue a ruling on that part of the plaintiff’s motion prior to July 1, 2021.”

Shepherd also directed the parties in the lawsuit to meet and confer within the next two days to resolve any concerns related to the implementation of Senate Bill 148. The measure limits the state’s authority to reduce class sizes at child care centers in an emergency. Besides SB 1, the three new laws Shepherd temporarily blocked previously were House Bill 1, which allows businesses, schools, nonprofits and churches to stay open if they meet COVID-19 guidelines set by either the federal Centers for Disease Control and Prevention or Kentucky’s executive branch, whichever is least restrictive, and Senate Bill 2, a companion bill to SB 1 to give the legislature more power over administrative regulations issued during an emergency.

Of Shepherd’s ruling, House Minority Floor Leader Joni Jenkins, D-Louisville, said she was “certainly pleased.” As the COVID-19 cases “continue their welcome decline, and with every Kentucky adult now eligible for a vaccine, we are coming out of the pandemic the same way we went into it: with caution and decisions grounded in science. That is why Kentucky has been a national leader in this fight from the beginning,” said Jenkins. “We’re seeing the need for restrictions dropping each day, and Governor Beshear is acting accordingly. My hope is that we continue down this prudent path so we do not see spikes other states are starting to have. We’ve come too far to backtrack and should not set an arbitrary date to stop what is clearly working.”

I believe that, in most states, if you're fired for cause, you can't collect unemployment benefits, no matter how long you worked.

Yeah, and you have to work a certain amount of time, usually at least 6 months or more, before you're eligible for unemployment benefits, even if you don't get fired. Sporky wasn't eligible for several reasons, which is why it's so terribly sad that the state didn't decide to support him indefinitely for his heroic efforts to turn pizza delivery into a job where he would be paid for crusading for his warped, demented conspiracy theories.

My heart bleeds purple peanut butter for that poor, poor bunny. :nope:

When Bruce first came to Frankfort he had a verbal run in with the folks at a local camp ground. In the course of that adventure he had what seemed to be a reasonably calm, coherent conversation with the state police, which he filmed. At the time I was surprised at the reasonable version of "thelivingman".

But now, looking at what seems to be Bruce's deteriorating physical condition, his nearly constant rage and the filthy, disorganized state of his apartment I have to wonder if he is capable of keeping himself together the next time he has to talk to a cop.

And how does he function in daily life. What about stores that require him to mask up? The mask lenient Save-A-Lot he used to frequent is closed. He used to go to a local laundromat. Can he function there? Is he just wearing filthy clothes?

And what's with the seeming absence of the Mrs. who used to dye his hair and keep him from going feral? Has she had enough and left? Or has she just refused to do the housework after work when Bruce has been sitting on his arse and web surfing for conspiracy theories all day?
