Why not just open up the plantations again? That's what they really want. Taking a child away from its parents and separating them out at the gates of the concentration camps also comes to mind.

I am so angry over this policy.

The big point is they elected to come illegally into the United States, and this is a technique that no one hopes will be used extensively or for very long.
Kelly is saying they are doing this for deterrence. "Nice kids you got there. It'd be a shame if they end up in foster care. Permanently."
