Still wondering where this guy and his financiers believe they can find a mile of privately owned land for purchase that connects to public land where CPB / DHS has or will build the connecting part of a wall.

Just curious, but surely this nut has either set up a 501(3) non-profit, whose books would be open to the public, or someone is facing a pretty big tax bill on the $20 million?

Trump wants his border barrier to be painted black with spikes. He has other ideas, too.

The barrier that President Trump wants to build along the Mexico border will be a steel bollard fence, not a concrete wall as he long promised, and the president is fine with that. He has a few other things he would like to change, though.

The bollards, or “slats,” as he prefers to call them, should be painted “flat black,” a dark hue that would absorb heat in the summer, making the metal too hot for climbers to scale, Trump has recently told White House aides, Homeland Security officials and military engineers.

And the tips of the bollards should be pointed, not round, the president insists, describing in graphic terms the potential injuries that border crossers might receive. Trump has said the wall’s current blueprints include too many gates — placed at periodic intervals to allow vehicles and people through — and he wants the openings to be smaller.

Can't remember whether I read it here or elsewhere but Trump's second ghostwriter described how he'd often find Trump going through swatches and pattern books to select decorations for his properties, ignoring the major issues around their financing and construction. This appears to be the same thing. Trump doesn't have the intellectual ability or knowledge to contribute on substantive matters so he compensates by asserting his status on the cosmetics. And, of course, I'm sure Trump still reckons himself a master of style.

I have a feeling someone on his staff read that piece and thought it was worth a shot to give him some catalogs to flip through so he would get out of their hair about other things.

It's exploiting or illustrating an aspect of one of Parkinson's Laws. Not the best known law about work expanding to fill the time available, but the one explained with the example of a board of directors discussing a nuclear power scheme very briefly because none had the knowledge to understand or challenge the technical experts. But their next agenda item is about a new bicycle shed and the directors debate that enthusiastically because all can understand its issues and costings.

(It's many years since I read Cyril Northcote Parkinson's book so please excuse and correct if I have misrepresented the example.)

U.S. Customs and Border Protection has put up just 1.7 miles of fencing with the $1.57 billion that Congress appropriated last year for President Donald Trump’s wall along the Mexican border, a federal judge was told.

A lawyer for the Democrat-controlled U.S. House of Representatives provided the information Tuesday to the judge in Oakland, California, who is weighing requests from 20 state attorneys general and the the Sierra Club to block Trump from using funds not authorized by Congress to build the wall.

"The administration recently provided updated information to Congress on the status of its efforts as of April 30, 2019," the attorney, Douglas Letter, said in a court filing. "Based on that updated information, it appears that CBP has now constructed 1.7 miles of fencing with its fiscal year 2018 funding."

That was 3/4 of a mile more than the administration reported at the end of February, Letter said.

A May 20 report by Customs and Border Protection on the status of the border wall specified that the $1.5 billion in 2018 funding is being used to update or build 80 miles of the border wall.

That includes 14 miles of new and updated wall panels near San Diego, which is expected to be finished early next year, and 13 miles of new construction in the Rio Grande Valley. It’s not clear when that part will be finished.

The report doesn’t state how much of the $1.5 billion has been spent to date, and doesn’t contradict Letter’s claim. The U.S. Army Corps of Engineers did hand out more than $800 million of the 2018 funding for new contracts, according to the report.

Contracts also have been awarded for 41 miles of new wall to replace pedestrian fencing in San Diego and Calexico, California, and Yuma, Arizona, which should be completed late next year, according to the report. Another 12 miles of new wall in the Rio Grande Valley requires additional consulting with local officials, the report said.

In all, $6.1 billion in funding has been committed since 2017 for the wall, both to Customs and Border Protection and the Defense Department, for 336 miles, according to the report.

Semonite was summoned to the White House again Thursday, after the president’s aides told Pentagon officials — including Gen. Mark Milley, the commander of the U.S. Army — that the president wanted to discuss the border barrier. According to an administration official with knowledge of the Oval Office meeting, Trump immediately brought up Fisher, a company that sued the U.S. government last month after the Army Corps did not accept its bid to install barriers along the southern border, a contract potentially worth billions of dollars.

Though Fisher attorney Scott Sleight claimed the company uses “vastly superior construction methods and capabilities,” the Post reported that Army Corps of Engineers officials found Fisher's border wall proposal didn't meet the project's requirements—and that the firm's low costs came at the expense of their wall's quality and sophistication. “The system he is proposing does not meet the operational requirements of U.S. Customs and Border Protection,” an Army Corps official said. The Army Corps has apparently added Fisher to the pool of border wall competitors at the White House's urging, but they've been clear about their misgivings, meeting Kushner several times to argue against Fisher. Army Corps Lt. Gen. Todd Semonite and former D.H.S. head Kirstjen Nielsen also appealed to the president directly, telling him he “could not just pick a company.” According to the Post, the president pushing Fisher despite the company's incompetence could have broader implications, as his intervention could violate procurement rules that “require government agencies to seek competitive bids, free of political interference.” Yet despite all this, Trump has remained decidedly pro-Fisher anyway. “He said these other guys were full of shit,” an official said about Trump's meeting with the Army Corps and D.H.S. officials.
