Was that the meeting where someone came in and "put them on notice" that for some reason, they (the supervisors) had not been duly elected and had not produced their oath or some such nonsense?
That would explain why the lady in the video can be heard calling for volunteers to be members of the board of supervisors, I guess since all the seats on the board were vacant.
Putting people on notice seems to be a sovcit favorate.

Leaving that information unredacted is the fault of those who dumped it to honor the records request. OTOH, imagine the ballyhoo if they had delivered redacted information.

I am not an expert in cryptography, but I am a retired IT nerd, so I have a little bit of familiarity with this subject.
AFAIK, encryption keys can safely stored as plain text. The way most encryption systems work is that the sender creates an encryption key and passes it to the encryption program along with the data or message, resulting in an encrypted version of the data. That encrypted data is then sent to the recipient. The recipient uses a decryption key that is completely different than the encryption key. The sender must send the decryption key via a seperate method.
Both the encryption and decryption keys kinda NEED to be plain text. They are almost always gibberish phrases, anyway. If the keys themselves were encrypted, how could they be used? They would have to be decrypted before use, using a different pair of encryption/decryption keys. Of course, this second-level set of keys must themselves be encrypted, right? That means another set of keys. Ad infinitum.
All modern encryption systems use such schemes. In fact, there are systems called public key encryption systems. I put my encryption key on my public website for all the world to see. If you wish to send me an encrypted message, you use that key to encrypt the message. When I receive the message, I use my private decryption key to read the message. I, the recipient must guard the decryption key carefully, but the encryption key is worthless in this respect.
So, having an encryption key in plain text is a nothingburger. Knowing the encryption key simply allows you to encrypt your own message, using the same algorithm. Unless your original text is identical to mine, the encrypted result will be different.
