Well, aluminum certainly can block radio waves, but only if it is an effectively continuous shield at the frequency of interest..

Woman returns from vacation to find Atlanta home demolished

ATLANTA (AP) — A homeowner is mulling the next step after a company mistakenly demolished a home she owned in southwest Atlanta.
Susan Hodgson said in an interview Saturday with The Associated Press that she found a pile of rubble in place of what used to be her longtime family property when she returned from vacation last month.
When you read through the article you find out the home has been boarded up for fifteen years. The contractor admitted their mistake, but are not offering a settlement yet. And her lawyer is at some sort of impasse unable to get a resolution.
Sounds like there is stupid from multiple directions here.

I can't speak for GA law, but from my days on the planning commission, in Oregon she would be cited and fined for improper demolition of the home, the contractor would also be cited and fined, and then she might be required to rebuild. It varies city by city, county by county here.
