Requires a service that actually would store texts. The question is of course, does the government in general and the secret Service especially rely on commercial providers like Apple's iCloud or Samsungd Cloud service (provided by Microsoft) to backup potentially sensitive information. Once I understood that government phones had software that backed up for permanent records retention automatically.
Just re Afghanistan: #45 seems to misremember the finer details. He himself signed the withdrawal agreement with the Taliban. There was no provision that the US would retain Bagram airport. Impotus himself promoted a total withdrawal. And whining about hi-tec left behind, his generals told him that they would need much more time to repatriate more hardware, impotus set the deadline. Apart, there was nothing of importance that was left behind. Electronis were left wrecked and the Afghan army itself had no real hi-tec in their hands. What they had would have needed foreign specialists to maintain, nothing of worth fell into the hands of the Taliban, they would not have known how to operate stuff even in mint condition.
