Such bogosity here. It is zero restriction on free speech rights to take action against protest that violate reasonable rules ("time, place and manner") applied in content-neutral ways. There just is no free speech issue here at all. And no one has a "right" to civil disobedience. It is always said that one who engages in civil disobedience for a cause should be prepared for consequences such as getting arrested.

I do personally believe that it is the counsel of wisdom for universities is to use a light touch and avoid heavy-handed police crackdowns on protestors so far as possible. But that is just because its generally better to resolve conflicts without confrontation and escalation and the awful optics. Has nothing to do with any rights.

This probably explains why the students are anti-Hillel.
Hillel International has stated that it is committed to Zionism and supporting Israel as a Jewish and democratic state. Hillel's goal is to help Jewish college students develop a meaningful relationship with Israel and Israelis. In 2024, Hillel's CEO, Adam Lehman, said that the organization's commitment to Zionism was more important than ever.
