Maricopa County uses Vote Centers. This means that it doesn't have any precincts, by definition. See also page 12 of the Jarrett forecast, the bottom of which you have screenshotted previously.

The example provided for issuing provisional ballots they use collective term "voting centers" ONLY for Inactive Voters

All other provisional ballot ex's use definitive terms: polling place, vote cntr, signature roster, e-pollbook, precinct, jurisdiction that uses paper ballots

Show me in the Hobbs EPM where Inactive Voters who moved can cast a ballot that counts on Election Day. I see it in the 2014 EPM. The provision was removed in Hobbs' EPM. EPM is SOS interpretation of underlying code. Most language carries over year to year. Not that though. Why?

Subsection e. Voter Moved Within County - a voter that moves has to update their registration, which automatically takes them out of Inactive status. Subsection c. is for the special case of an Inactive Voter who hasn't moved.

BroomBall is a ton of fun.
Well there is a very serious level of the game with well defined rules and it's own governing body. Mandatory safety equipment and rules similar to ice hockey. Six players including the goalie generally constitutes a team though this can vary. Special 'store bought sticks with just a passing nod to the literal broomstick shape, as well as bespoke shoes with a rubberized gripping surface that affords better adhesions than Air Jordan's on the ice and snow, where the game is played. The ball is usually about the size of a softball, often red plastic.
But in the FUN version the 'Rulz?' are more ad hoc. team size varies from 4 to 24. the balls used vary from Golf to Basketballs with EVERYTHING in between in the mix. The 'Brooms' are old fashion straw and / or the plastic analog heavily modified with duct tape. Teams are almost always of mixed gender. The footwear varies from business dress through Chuck Taylors to the bespoke broom ball shoes mentioned earlier. A cute young co-ed in high heeled cowboy boots comes to mind, she had an awesome slapshot!
