For one, windfarms don't cover the whole coastline but preferred regions with known sustained wind velocities. Windfarms are patches far apart. Coastal local fishery can move just fine around the windfarms. Windfarms are limited on how far they can operate offshore (some sources mention like 20 miles) and to the rim of the continental shelf at most. Highsea fishing operates further out on the open seas.
