Looks to me as if Kelly is bending backwards to get Teh Donald to accept a realistic and politically acceptable approach to The Wall. Now it's a question how long Kelly remains in the WH....
Trump seems to have lost his steam with regard to getting rid of people. Maybe he is figuring he can just give up and golf?
Maybe DJT has realized that he is in trouble to replace any trusted people if he fires them. Positions under this administration are not sought after much anymore, not the glittery glamour of appearing on The Apprentice.

Given the existence of, and likely increase in, external election meddling via propaganda - the best 'wall' would be a firewall with the ability to deter illicit overseas activity before it reaches the US.

Surely in the age of machine learning and big data we could devise such a thing. It only requires internet providers and over-the-top services to apply a bit of patriotic common sense to the data they allow to carry over their services.

If we are going to have crazy in our politics, at least let it bet the home-grown and home-nourished kind of crazy. (I think the first amendment requires at least that; I'm not at all sure it chains us to allowing free broadcast of foreign influence operators. That seems a bit...perverse.)
No reason to go even that far. This is a solved problem.

Donald Trump contradicts chief of staff John Kelly hours after Mexico wall announcement

Donald Trump has said his idea of the proposed border wall with Mexico "has never changed or evolved from the first day I conceived of it", despite comments his chief of staff made to the contrary.

Speaking on Wednesday, John Kelly told Fox News politicians all take campaign positions that "may or may not be fully informed", and that Mr Trump had changed his views on "a number of things" since entering the White House. "He's very definitely changed his attitudes toward the DACA [Dreamers] issue and even the wall once we briefed him," Mr Kelly added.

But in two consecutive tweets posted on Thursday morning, the US President said his vision for the barrier had never changed.

"The Wall is the Wall, it has never changed or evolved from the first day I conceived of it. Parts will be, of necessity, see through and it was never intended to be built in areas where there is natural protection such as mountains, wastelands or tough rivers or water," he said.

"The Wall will be paid for, directly or indirectly, or through longer term reimbursement, by Mexico, which has a ridiculous $71 billion dollar trade surplus with the U.S. The $20 billion dollar Wall is “peanuts” compared to what Mexico makes from the U.S. NAFTA is a bad joke!"

This post answered my questions from earlier posts, which brings me to NAFTA. It's early and I have to find a link, but a couple of weeks ago weren't we reading that Big Ag was worried Trump was about to quit NAFTA because neither Canada nor Mexico were giving in to his ridiculous demands? They were getting together soon for, what I believe is, the last time and if Trump doesn't get his way, we're out.

Update: found it - from Reuters, Jan 10, 2017
Exclusive: Canada increasingly convinced Trump will pull out of NAFTA
(And,sorry, not trying to hijack. I know there's a NAFTA thread, just pointing out the whole trade defense doesn't play that well under the circumstances.)

:snippity:
Yeah - Teh Donald surely did not like to see that on Faux News. He has to hold up his candidacy promises. Behind the scenes he may possibly even have agreed but didn't want to make it public. Maybe he is near to accepting the inevitable and Kelly is pushing him into admitting it. My other guess is that DJT remains hesitant and Kelly is signalling to Congress what may be politically acceptable to the WH (sans the clown-in-chief) together with the pending DACA package, eg a limited wall and price tag in the deal.

Or "anything bad is someone elses fault" so the evil DRNC and Kelly and everyone else betrayed him!

Besides, Chuck Shumer said on Colbert that Donald Trump has 2 deal making strategies. One is to bang the table and demand. The other is to shake your hand and the next day to announce he is doing the opposite of what you agreed to. So Kelly might have gone thinking he has gotten the Donald to accept reality, only to be hamstrung again.

Trump is so sure he's gonna get Mexico to pay for the wall because he plans on hiring a bunch of Mexicans to do it and then stiffing them on the bill.

I think he gets these phrases from the pictures in his intelligence briefings. A picture of Puerto Rico with the words ‘big water’ around it. A picture of the U.S./Mexico border with the words ‘tough river’ along it. :brickwallsmall:

Mexican-American judge that Trump attacked could hear case on border wall

The federal judge who President Donald Trump attacked for his ethnicity during the 2016 presidential campaign could end up judging whether the president gets to build his proposed border wall.

U.S. District Court Judge Gonzalo Curiel — who Trump said might be biased against him in a lawsuit concerning Trump University because of Curiel's Mexican heritage — will hear a case on Friday that could determine Trump’s ability to waive environmental laws in the construction of the wall.

Curiel could hinder the administration's efforts to build barriers on unfenced portions of the border if he rules against Trump.

If the judge rules in favor of the administration, it would allow Trump to issue the waivers needed to build sections of the border.

TRUMP'S BORDER WALL WAS A $2.6 MILLION HIT ON SAN DIEGO TAXPAYERS

San Diego taxpayers paid a heavy price for President Donald Trump’s long-promised border wall—and they won't get a dime back.

The San Diego County Sheriff’s Office and San Diego Police Department incurred more than $2 million of added costs to patrol the isolated area around eight border wall prototypes that were constructed to test designs for a larger border wall.

Between September and January, the Sheriff’s Office paid out $1.6 million in overtime, environmental consultants and material for construction of a chain link fence around the prototypes, The San Diego Union Tribune reported. The police department spent nearly $1 million in overtime, services and supplies, the publication reported.

Officials from both agencies say they were not providing security for the prototypes, rather, they were securing the area in anticipation of protests that the Department of Homeland Security warned might resemble the weeks-long protest over the Dakota Access Pipeline in 2016 and 2017, the Union Tribune reported. Only one protest occurred, local officials told Newsweek. <SNIP>

Trump's border wall prototypes triggered 10,000 OT hours for 356 employees of the San Diego sheriff

an Diego Sheriff’s Department deputies, fearing large-scale protests over the construction of President Donald Trump’s border wall prototypes last fall, logged more than 10,000 hours of overtime in a three-month period before and after project construction.

The department had previously disclosed it had spent $764,278 on overtime for security. It was the largest single expenditure — more than the $715,170 in wages paid out — of a total expense of $1.6 million.

In all, some 356 employees racked up overtime hours on 46 separate dates from Sept. 7 through Dec. 15, according to a county spokeswoman. Collectively, they totaled 10,227 hours of overtime work.
............
Deputies did not provide security for the construction site itself, which was located near the international border on Otay Mesa, about 1.5 miles east of Enrico Fermi Drive. Instead the security was for anticipated protests, demonstrations or marches that local law enforcement had been warned about by Department of Homeland Security officials.

Update:
SAN DIEGO — The federal judge whom President Trump characterized during his campaign as “a Mexican” and therefore biased against him said he would announce a ruling next week that could determine whether the government can proceed with its expedited plans to build a border wall.

District Judge Gonzalo P. Curiel is presiding over a lawsuit filed by advocacy groups and the state of California challenging the Department of Homeland Security’s plans to bypass standard environmental-impact studies and rapidly expand barriers along the Mexican border.

Curiel said Friday that DHS has yet to explain why it must proceed so urgently in its construction plans.

“By waiving environmental protections, we are ignoring something that has been very important to Congress for the past 40, 50 years,” the judge told government attorneys. He asked them to provide more information by Tuesday and said he would issue his ruling soon after.
