Horses can rear and strike with their front hooves but it is more common for them to wheel and kick with their back hooves. I had a trainer tell me once that from a training point of view a horse that wheels and kicks is less dangerous because they are at least trying to leave the situation. A horse that strikes from the front is a lot more aggressive. ETA: Forcing a horse a horse to back makes it more likely for the horse to rear, and should be done with great caution, whether from the ground or under saddle. One never wants a thousand pound animal to think that they have no escape except over a person.
