House race in California called into question after previously being called for incumbent GOP rep

A House race in California that was previously called in favor of Rep. David Valadao (R-Calif.) has been called into question, with Democrat T.J. Cox pulling ahead Monday in the vote count.

The Associated Press on Monday said it was retracting its call in the race after previously declaring that Valadao had been reelected.
"No new call will be made until the results are certified," the AP wrote in a tweet.

The race in California's 21st Congressional District, which includes the San Joaquin Valley, is the last contested race in the country. Cox holds a 438-vote lead as of Monday, his first lead in the race, according to The Fresno Bee.

The election still hangs in the balance, with thousands of ballots yet to be counted, according to the newspaper. But the newspaper reported that Cox appeared on his way to a victory, which would be the 40th seat that Democrats have flipped in the House.

Is there still a district in GA that is undecided?
Edit: I searched and found out that the Republicans held on GA-7 after a recount.

It is over for Congressman David Valadao in #CA21. His best county's provisionals reported today, and broke for the Democrat, TJ Cox. Outstanding votes are going to be more of the same.
That makes a forty seat gain for the Democratic Party in the House of Representatives.

Rep. Valadao officially concedes in California race

Rep. David Valadao (R-Ca.) officially conceded the race to Democrat T.J. Cox in California's 21st District Thursday, a month after the midterm election.

Valadao, who is serving his third term, called T.J. Cox to congratulate him in a race that had initially been called for the incumbent.

"Despite the outcome of this election, we must remain deliberate in our efforts to improve our community," Valadao wrote in his concession statement. "There is always work to be completed and I can't wait to see what else our community can accomplish."

Cox's victory would mean a 40-seat gain for Democrats in the House, with North Carolina's 9th District still to be called amid voter fraud allegations.

Cox, a Democratic businessman, was initially running in California’s 10th District against Rep. Jeff Denham (R-Calif.), but the House Democrats’ campaign arm convinced Cox to challenge Valadao instead.
