November 23, 1842, the Rhode Island State’s new Constitution was approved by the people who were qualified to vote under the Royal Charter, as it was ratified by a vote of 7,032 for, to 59 against. Prior to 1842, Rhode Island was still governed by the Royal Charter of 1663. At nearly two centuries old, the document essentially restricted voting rights to a very small population of elite, rural, landowning native-born white males. Two disenfranchised groups in particular, immigrants (especially Catholic Irish) and free African-American laborers. When the constitution was put to a public vote in November 1842, a ballot question asked whether voting rights should be restricted to whites only. Voters rejected the restriction by a three to one margin, thus making Rhode Island the first state in the United States to grant suffrage to African-Americans (at the time there were five listed slaves in Rhode Island). The 1842 Constitution continued the requirement of the royal charter which held that only landowners with $134 in property could vote, keeping most of the new immigrants from voting. (This provision would be overturned by a subsequent amendment.) The constitution specifically prohibited members of the Narragansett Indian Tribe from voting. In November of 1986 Rhode Island approved a new Constitution.
