New York explosion that injured 29 was 'intentional act,' mayor says

Police are hunting for answers on what caused an explosion that injured 29 people in New York's Chelsea neighborhood, shortly before a second suspicious device was found nearby.

New York City Mayor Bill de Blasio told reporters early indications are that the explosion at 23rd Street and 6th Avenue in Manhattan at about 8.30 p.m. Saturday "was an intentional act."

But, he said, "there's no specific and credible threat against New York City at this time from any terror organization."

Investigators believe the blast was caused by an explosive device in or near a dumpster, a law enforcement source told CNN.

Twenty-four of the 29 victims were rushed to area hospitals with injuries that were not life-threatening, authorities said. One victim was in serious condition.

That thing it was contained in probably took a lot of the energy out of the explosion. While it generated shrapnel, I imagine an unimpeded explosion would be much worse.

I was at that home for the blind for a few days a couple of years ago interviewing some of the residents for a research project. Such nice people, I sure hope none of them got hurt from this.

1) why put it in there in the first place?

2) how did the bomber gain access to the box? Unless you have a key to the lock, the only way to get inside one of those things is with a cutting torch.

3) I don't know the actual layout of the construction site, but I'm willing to bet that the box was also located behind a fence or other physical barrier of some sort.

I don't think dumpsters get locked do they? I mean, they can but does anyone bother? As Plutodog pointed out initially, the BIC number is probably a license number for a waste company. It does look small for a dumpster but.....

Asbestos abatement dumpsters get locked.

Sometimes other enclosed dumpsters get locked if the contractor is recycling materials.

I thought it was a tool box.

A dumpster is an even worse choice. With heavy metal sides and an open top, the blast will just go up.

I'm curious about the locations that were chosen. Why would *anyone* want to target a home for the blind on a street with little (comparatively speaking) foot traffic?

Do we know exactly where the unexploded device was placed?

I believe he was arrested for another incident involving abandoning a backpack at a subway station. Two witnesses described him, and when he was apprehended, he was asking for water, and his hands were bloodied. got this from last night's NYPD Special Ops channel on my scanner

The second half of the two-day festival was canceled at Police Chief's Andrew Huisman's advice.

“Our chief advised me that we should cancel today and I’m going to take him up on his advice and put public safety first and cancel today,” Doherty told NJ101.5.

Belmar brought in additional police on Saturday and stored all garbage cans inside. But after Saturday night's explosion in the Chelsea section in Manhattan, local low enforcement officials suggested the second day of the popular local celebration be canceled, Doherty said.

The Festival of the Sea in nearby Point Pleasant Beach was canceled on both Saturday and Sunday, after a pipe bomb explosion occurred in Seaside Park, just before a military organization's 5k race was slated to start.
I appreciate the desire for safety. However, cancelling events increases the damage done by the bombers. Absent a specific credible threat they should increase security but let the events proceed. After all they can't know on a day to day basis when something will happen. The risk is there everyday.

Washington Post Sept. 19, 2016 Police identify ‘wanted’ man in Manhattan bombing; ‘multiple’ IEDs found at N.J. train station.
NEW YORK – The New York Police Department announced Monday that it is seeking 28-year-old Ahmad Khan Rahami in connection with Saturday’s bombing in Manhattan, though the man’s role in the incident remains unclear.

Rahami is a U.S. citizen of Afghan descent born in Afghanistan, according to the FBI. His last known address was in New Jersey, officials said.

Law enforcement officials said they were investigating whether Rahami could have been influenced by international militant groups or the ongoing conflict in his homeland.

New York Police Department spokesman J. Peter Donald announced the development on Twitter. It came after authorities took “a number of people” into custody in connection with the bombing, and their counterparts in New Jersey worked to render safe “multiple improvised explosive devices” discovered at a train station in Elizabeth just across from Staten Island.
