I'm actually leaning toward (1). I think he's too arrogant to realize that it really can - and is - happening to him until it's too late. Too, also, I think there's a non-negligible chance that he does something stupid and winds up in pretrial custody.

The House should vote - repeatedly - on measures restricting/removing Trump's ability to impose tariffs. And the messaging in 2020 should include "Trump has put tax after tax on the things you buy, and Senator/Representative XXX is letting him do it."
