You can’t buy a working driveable version of that model for that amount unless you are cheating the current owner. More likely the RV salesperson said he could have it for $1,800 down if financing was approved.

That RV is gas powered, not diesel. It will cost a lot of money for gas. It is also approaching 20 years old, so there could be a whole host of problems in the coach like leaks, or problems with the air conditioning, furnace, generator, appliances etc., as well as motor and chassis issues. Google translates the title of that document as "Proof of Recognition of Refugee Status". It is a temporary acceptance of the family's refugee claim pending further verification. Were the application accepted, Mexico would issue individual documents for each of them.
