Everybody gets a locality adjustment. Everybody is in a locality, if you are in the United States. There are currently 47 localities that cover the entirity of the United States. This just reminds me of the calls from the right to abolish the IRS, which I always found amusing. It's largely sounds good/bad, and it largely means nothing (as another agency would either be created or take over the responsibility of collecting taxes with largely the same people in it).
