I thought he could temporarily fill the spot with someone who's already been confirmed at a cabinet level post, like, say, Betsy DeVos, for 60 or 90 days while a new nominee goes through confirmation. A person who is already Senate confirmed can serve temporarily for 210 days in an "acting" capacity.
