Did you watch all six episodes? It was a continuing theme throughout the series. Joe’s serial pattern of turning teenage drug addicts into his personal sex slaves was hammered pretty strongly.

Ramen is low too here. I don’t think it’s hoarding. Spaghetti and such are low $$$ / calorie foods and I think people are trying to stretch dollars as far as possible.
